Resumen:
The objective of the research is to explain the development and emergence of a series of initiatives promoted by the civil society around a policy of social accountability. And analyze the process of democratic transformation initiatives to increase citizen control over rulers and strengthen the defense of public interests. When analyzing citizens observatories as an option to encourage citizen control, the approach recognizes collective action as a factor contributing to the strengthening of social accountability. The study of citizen observatories allows us to recognize the factors that favor the performance of the mechanisms of social control, as their interactive processes and performance are crucial to control governments and public authorities to prevent abuse of power and require greater access to information. Hence the importance of the creation of a Citizens Observatory Network as possible alternatives to promote the cooperation of a number of players with their resources and capabilities to build a structure of effective accountability.
