New Challenges in Mexico for the Construction of Virtual Learning Environments in Times of Pandemic

Resumen:
in this paper some changes experienced in the field of education are
emphasized. Under ``normal'' conditions, the National Educational
Systems (SEn) in person would have had their school planning in an
adequate and relevant way. In the same way, the Open, Distance and
Online Educational Systems (SEADL) would have been ready to continue
with their work without important problems. But, facing the paralysis of
the face-to-face education systems in the face of the health contingency
caused by SARS-COV2, the SEADL continued their course and boosted for
some adjustments. This health emergency calls on the entire scientific
community to join the attention on this field so, on the side of
education, a research guided by a mixed analysis on the effects of the
pandemic and the use of Information and Communication Technologies (ICT)
in educational institutions is presented with three sections on this
reflection with the aim of showing the challenges related to the
construction of virtual learning environments. The first one, includes
some characteristics of the SEADL, which are described. In the second,
the particularities of the digital gap and the disparity in the use of
technologies will be shown and then delve into digital illiteracy.
Finally, the challenges in building virtual learning environments will
be indicated.
